Carole Excell has over 25 years of experience in the environmental and legal fields. Carole currently serves as the Strategy Director and Senior Program Officer at the Waverley Street Foundation, where they focus on building solutions at the intersection of climate change and community priorities.

Previously, Carole worked at the World Resources Institute (WRI) for over a decade, holding various roles including Director of the Environmental Democracy Practice (EDP) and Acting Director of EDP. In these positions, they guided WRI's work on environmental rights, climate engagement, and building coalitions and networks. Carole also worked as a Senior Associate at WRI, managing projects related to access to information and environmental decision-making.

Carole has also worked as an Environmental Justice Advisor at the Bezos Earth Fund and as the Freedom of Information Coordinator for the Cayman Islands Government, where they developed and implemented plans for the new Freedom of Information Law. Carole has additionally held roles as a Mediation Manager at the Dispute Resolution Foundation JA and as a Field Representative at The Carter Center, where they coordinated a project on access to information in Jamaica.

Carole's early career includes serving as a Legal Officer and acting Secretary to the board at the National Environment and Planning Agency (NEPA) in Jamaica. In this role, they handled legal matters, prepared cases for enforcement, and contributed to the development of environmental legislation.

Carole Excell earned a Certificate in Facilitation from Georgetown University in 2021. In 1996, they completed a Masters of Law in Environmental law at the University of Aberdeen. Prior to that, they obtained a Certificate of Legal Education in Law from the Norman Manley Law School in 1995. Carole Excell received a Bachelor of Laws - LLB in 1993 from The University of the West Indies. Carole also holds a Diploma from Immaculate Conception High School.
