Juliet Rosser is an experienced arts and culture professional currently serving as the Arts and Culture Manager at Willoughby City Council since July 2018, where responsibilities include overseeing events, visual arts, and the Willoughby Symphony Orchestra. Prior roles include Creative Producer for the Roaming Gnomes public art project and Producer of the Chatswood Culture Bites program. Juliet also held the position of Curator for projects at both the City of Canada Bay and City of Sydney, showcasing large-scale public artworks. As the Founder of Secret Women's ART Business, Juliet mentored female creatives through various initiatives. Additionally, Juliet has served as Director of PLATFORM72, specializing in art consultancy, and has prior experience in media production. Educational qualifications include a Master of Studio Art from the University of Sydney and an Advanced Diploma in Hotel and Business Management from the Blue Mountains International Hotel Management School.

Willoughby City is located in Sydney's northern suburbs - about nine kilometres from the Sydney GPO. It is bounded by the Ku-ring-gai Council area in the north, Middle Harbour in the east, the North Sydney and Lane Cove Council areas in the south and the City of Ryde in the west. The population of the area is approximately 70,000 and is of multicultural origin with Chinese, Italian, Armenian, Japanese and Greek nationalities featuring strongly. The city also includes one of Sydney's most exciting entertainment destinations, The Concourse featuring live performance venues, outdoor Urban Screen, open space and a public library.
