Tsutomu Yamamoto, a Japanese national, is the Managing Director of the Multilateral Investment Guarantee Agency (MIGA). He leads MIGA and the World Bank Group Guarantee Platform, scaling guarantees that mobilize private capital for development impact in emerging and frontier markets. In this role, he focuses on de-risking investments to create jobs, expand access to essential services, and support climate-resilient, inclusive growth.
Tsutomu has built a distinguished career in banking and international finance across both developing and advanced markets. Before joining MIGA, he served as Senior Managing Executive Officer and Head of the Global Transaction Unit at Mizuho Financial Group, where he played a pivotal role in shaping the group’s global strategy and driving innovation in transaction banking. Since joining Dai-Ichi Kangyo Bank, now Mizuho Financial Group, in April 1991, he held various positions of increasing responsibility throughout the organization’s global network, including executive roles in the Americas, Asia, and Europe.
He brings extensive experience in building relationships with key stakeholders and leading global projects. Notably, he partnered with the Japan International Cooperation Agency (JICA) on co-financing projects to support infrastructure development in emerging markets. As Head of the Global Transaction Banking Unit, he led service expansion in collaboration with FinTech companies in India and promoted the digitalization of electronic bank guarantees (e-Bank Guarantee), contributing to Mizuho Bank’s 2024 Asia Finance Award.
Tsutomu has been recognized for his leadership and contributions to international finance, including honors from Global Custodian for his outstanding work in securities services. He received his master’s degree from the Graduate School of Business at Stanford University and his bachelor’s degree from Keio University.
