Moshe Schwartz

Mr. Schwartz served as Executive Director of the 809 Panel, established by Congress to make recommendations aimed at streamlining and improving the laws and regulations governing defense acquisition. Mr. Schwartz also served as a Specialist in Defense Acquisitions at the Congressional Research Service and an adjunct professor at National Defense University's Eisenhower Center. He has written numerous reports and testified before Congress on a variety of issues, including the acquisition of major defense acquisition programs, defense acquisition reform, the use of contractors in military operations, DOD energy, and GAO bid protests. Temporary assignments include serving as a senior advisor to the Commission on Wartime Contracting in Iraq and Afghanistan, and as an advisor at ISAF headquarters in Afghanistan. Before joining CRS, Mr. Schwartz served as a senior analyst at the Government Accountability Office, as an Assistant District Attorney in Brooklyn, NY and as Vice President of the Public Relations firm KCSA Strategic Communications. Mr. Schwartz received a B.A. from Yeshiva University, a J.D. from Yeshiva University's Benjamin N. Cardozo School of Law, an M.B.A. from Carnegie Mellon's Tepper School of Business, and a Masters in Public Policy Management from Carnegie Mellon's H. John Heinz III School of Public Policy and Management.
