Head of Regulatory Affairs and Orbit/Spectrum Resources at AGENCE NATIONALE DES FREQUENCES

Thomas Welter has an extensive work experience in regulatory affairs and spectrum management. Thomas currently holds the position of Head of Regulatory Affairs and Orbit/Spectrum Resources at the Agence nationale des fréquences (ANFR) since December 2017. Prior to this, they worked for SFR as the Head of Spectrum Policy from January 2005 to November 2017, where they were responsible for managing a wide portfolio of spectrum assets and overseeing spectrum acquisitions.

Additionally, they served as the Chairman of the Mobile Satellite Services (MSS) Task Force at GSMA from June 2013 to May 2016. In this role, they analyzed regulatory developments and engaged with stakeholders regarding the terrestrial use of mobile satellite services bands.

Thomas also has experience at Bouygues Telecom as the Frequency Affairs Manager from September 1998 to January 2005, where they analyzed the regulatory environment and represented the company's interests at various conferences and organizations. Prior to that, they worked at SES - Astra as a Satellite Communications/Business Development Engineer and Flight Dynamics Engineer from January 1997 to September 1998 and from July 1996 to January 1997, respectively. In these roles, they contributed to the development of satellite communication systems and was involved in satellite link budgets and frequency planning.

Thomas Welter has an extensive education history. Thomas obtained a Bachelor's degree in Mathematics and Physics from Athénée de Luxembourg from 1983 to 1990. Thomas continued their education at Karlsruhe Institute of Technology (KIT) from 1990 to 1996, where they earned a Master's degree in Electrical and Electronic Engineering, specializing in Digital Communications. Thomas then pursued a Master's degree in Telecommunications from Télécom SudParis from 1994 to 1996, focusing on Statistical Signal Processing. In 2009 to 2010, they obtained an MSc in Economics (Research) with an emphasis on Network Industries and Digital Economy from Télécom Paris. Recently, from 2017 to 2018, Thomas completed a Master's degree in Space and Telecommunications Law at both Université Paris-Saclay and Masters in Space and Telecommunication Law, specializing in International Law and Legal Studies.
