Helen Willoughby

Helen Willoughby is a seasoned legal professional currently serving as Counsel at The Alcohol and Gaming Commission of Ontario since December 2022. Prior to this role, Willoughby held the position of Counsel at the Ontario Ministry of the Attorney General from January 2021 to December 2022, focusing on the Ministry of Municipal Affairs and Housing. Willoughby also contributed as a Senior Policy and Program Advisor at the Ontario Government's Ministry of Health from July 2020 to January 2021. The professional journey began with an articling student position at the Ontario Ministry of the Attorney General in 2019, followed by a summer student role at Environment and Climate Change Canada. Willoughby gained international experience as a Legal Fellow with the Maya Leaders Alliance of Southern Belize in 2017. An academic background includes a Doctor of Law (JD) from York University - Osgoode Hall Law School and a Bachelor of Arts (BA) from the University of Toronto.
