Laura Freeman

Laura Freeman is the current Director of Contracts at AST. Laura has over two years of experience as a Northeastern Regional Contracts Manager at North Wind Group, where they negotiated, managed, and administered IDIQ, FFP, T&M, CPFF, LH, and construction type contracts awarded to North Wind by DOE, DOD, NIH, NIOSH, the EOP, and other federal and commercial clients.

Laura has experience preparing and negotiating NDA’s and Teaming Agreements, preparing proposals, reviewing and analyzing solicitations for potential risks, advising Program Managers of their rights and obligations under the contract terms and providing guidance, administering contracts by executing all change notices and preparing all correspondence to obtain extensions to the period of performance, provide additional funding requirements, and notify of change of key personnel and cost increases, tracking contract performance and managing contract changes, modifications and REA’s, assuring compliance with Davis Bacon and the Service Contract Act, attending meetings and briefings with Government customers, compiling, awarding, executing and managing subcontracts in a dynamic environment, developing or reviewing prime contract flow down clauses to ensure compliance with prime contract requirements and to minimize company liability, and maintaining a working knowledge of the FAR, DOD and DOE agency supplements, and standard commercial procurement practices.

Laura Freeman has a Masters Degree in Public Administration from West Virginia University. Laura also has a Bachelor's degree in Business Administration/Retail Management from Fairmont State University.

Laura Freeman reports to Arria Hines, CEO. They work with Melanie White - Director of Proposal Management, Greg Wilcox - VP, Sustainable Energy and Environmental Programs, and Stephanie Pethtel - Director of Public Relations.
