C. Emre Koksal is the CEO, Chairman and Co-Founder of Anchor. C. has also founded DAtAnchor, and served as a Professor at The Ohio State University. C.'s areas of expertise include cybersecurity, vehicular cybersecurity, wireless communication, networking, data analytics, and analytical finance.

Koksal began their career as a Senior Researcher at EPFL (École polytechnique fédérale de Lausanne). C. then spent a year as a Postdoctorate Scholar at the Massachusetts Institute of Technology (MIT) Computer Science and Artificial Intelligence Laboratory (CSAIL). After that, they worked as a consultant for Arden Asset Management LLC, before becoming a Graduate Research Assistant at MIT. C. has also interned at Sycamore Networks and Tellabs. Lastly, they worked as a Graduate Research Assistant at the MIT Lincoln Laboratory for two years.

C. Emre Koksal has a Ph.D. from the Massachusetts Institute of Technology in Electrical Engineering and Computer Science, which they completed in 2003. C.'s thesis was supervised by Professor Robert G. Gallager. C. also has an S.M. from MIT in Electrical Engineering and Computer Science, which they completed in 1998. In addition, Koksal has a B.S. from the Middle East Technical University in Electrical and Electronics Engineering, which they completed in 1996.
