Senior Vice President of Policy & Solutions Management at Archway Health Holdings

Keely Macmillan leads Archway’s Policy & Solutions Management (PSM) team comprised of healthcare policy experts dedicated to bringing new and better solutions to the market. PSM evaluates two-sided risk models with a focus on technical and programmatic risk for the purposes of enhanced stop-loss underwriting and helping participating providers succeed. PSM also drives Archway's thought leadership in the payment reform market and leads strategic advocacy efforts with CMS to improve program policy.

Keely is a recognized expert in alternative payment models with rich experience in guiding specialty providers to success in ACOs, bundled payments, value-based purchasing, and MACRA’s Quality Payment Program.

Across the industry, she has worked closely with senior leadership to develop public payer strategy and advocacy. Previously, Keely was manager of government payment policy at Partners HealthCare, the largest health system in New England, where she managed public payer financial forecasting and led the government payment policy team in the analysis of performance-based reimbursement models.

She earned a master’s degree in Health Policy and Management from the Harvard T.H. Chan School of Public Health and a Bachelor of Science from Yale University. Keely also serves as a member of Managed Healthcare Executive’s editorial advisory board.
