Cary B. Vargo

Cary B. Vargo is the current Chief Executive Officer at ARRO Consulting. Prior to this, Cary served as the Executive Director of the Chester County Association of Township Officials from July 2015 to December 2019. In this role, Cary was responsible for the day to day operations of the organization dedicated to local government.

From October 2009 to November 2019, Cary served as Township Manager of Upper Uwchlan Township, a progressive local governmental organization dedicated to the delivery of quality, efficient, and effective municipal services.

Prior to their role in Upper Uwchlan Township, Cary served as Township Manager of Thornbury Township from September 2007 to October 2009.

Cary began their career in public service as a Police Corporal with the City of Coatesville Police Department from June 1999 to October 2007.

Cary B. Vargo holds a Master’s degree in Public Administration from Villanova University, a Bachelor of Science in Public Administration from Kutztown University of Pennsylvania, and an A.A.S. in Criminal Justice & Law Enforcement Administration from Reading Area Community College. Cary B. Vargo also has a Master's degree in Business Administration from West Chester University of Pennsylvania and certification from Rutgers Business School in Mini MBA: Business Essentials.
