Joseph Ernest Zveglich

Deputy Chief Economist at Asian Development Bank

Joseph Ernest Zveglich is currently the Deputy Chief Economist at the Asian Development Bank. Prior to this, they worked as a long-term consultant at the World Bank from November 1996 to April 1997, researching the fungibility of aid in a federal system of governance under an umbrella project on aid effectiveness. Joseph also worked as a professor at the Indira Gandhi Institute of Development Research from January 1987 to December 2004, where they were responsible for economics research and graduate teaching, advising on 3 PhDs and 2 MPhil thesis projects, and had various administrative responsibilities.

Joseph has given policy advice to the Government of India on various occasions, such as being nominated to the Central Direct Taxes Advisory Committee in 2004, being part of a 3-member Expert Committee to Monitor Fiscal Reforms Program of State Governments linked to a system of incentives for the Ministry of Finance from 2002-2004, and being part of Working Groups for the Tenth Five-Year Plan of India in 2001-2002. Joseph was also part of a 4-member Expert Panel of Parliament (Lower House) that examined the Fiscal Responsibility and Budget Management Bill in 2000, and acted as an advisor to the National Finance Commission on fiscal decentralization. In addition, they have done consultancy work for organizations such as the World Bank, ADB, UNDP, IFPRI, and US Department of Agriculture.

Joseph is a member of several professional bodies, including the International Institute of Public Finance and the International Expert Group that designed a 5-year strategy for International Service for National Agricultural Research (ISNAR) in 1999-2000. Joseph has been a Global Associate for ISNAR in The Hague, Netherlands from 1998-2002.

Joseph Ernest Zveglich completed their post doctoral research in fiscal policy reforms at The London School of Economics and Political Science (LSE). Prior to that, they obtained their Doctor of Philosophy (Ph.D.) in Economics from the Indian Statistical Institute. Joseph also holds a Master's degree in Economics from the Delhi School of Economics and a Bachelor's degree in Economics Honours from Delhi University.
