Chelsea Haines is a seasoned professional in regulatory relations and environmental policy, currently serving as Regulatory Relations Manager at the Association of California Water Agencies since October 2017, after previously holding the position of Senior Regulatory Advocate. Chelsea's prior experience includes being a Legislative Analyst at the State Water Resources Control Board, managing the water rights and Bay-Delta legislative portfolio. In addition, Chelsea has contributed as a Policy Analyst at the United Nations International Telecommunications Union, focusing on technology's role in sustainable development, and coordinated the Sustainable Communities Planning Grant at the California Strategic Growth Council. Chelsea's earlier roles also encompass research on sustainability strategies with Navigant Consulting and legislative analysis during an internship at the California Public Utilities Commission. Chelsea earned a Master’s degree in International Environmental Policy from the Middlebury Institute of International Studies and holds a Bachelor’s degree in Environmental Planning from Sonoma State University.
