Kelly McGill

Kelly is the Director of Technical Services. He leads the Right of Way, Complex Permitting, Survey, and Professional Engineering teams and is responsible for ATCO’s entry into these emerging markets.

Kelly has worked in the utility industry for over 23 years holding management positions and Puget Sound Energy and Snohomish PUD. Additionally, Kelly has consulted for Skagit PUD, Seattle City Light, and several other small utilities and municipalities.

In January 2023, Kelly brought his professional skills and leadership experience to ATCO. His previous roles have spanned engineering, right of way, and permitting disciplines. He is a known subject matter expert in these fields.

Kelly holds an SR/WA designation from the International Right of Way Association with a business and political science background from Bellevue College. Kelly is a former Stanwood City Council Member.
