Summary:

Performs human resources functions in support of Foreign Military Sales Integrated Product Team (IPT). Coordinates directly with FMS points of contact within a joint DoD environment supporting the F35 Joint Program Office. Assists the Manpower Management Lead and FMS Case Managers in establishing and maintaining manpower billets. Supports the initiation process for outlining manpower for direct FMS case and admin funded support, and initiation of documents to establish required billets. Maintains the internal Human Resource information system or Applicant Tracking System which is used as a manpower database similar in content and intent as PeopleSoft in support of FMS Team.

  

Other Duties:

  • Regularly briefs Senior Human Resources Analyst and senior leadership on personnel programs, and workforce status regarding FMS efforts
  • Coordinates HR efforts for a joint military program reporting to the F35-JPO
  • Coordinates and develops FMS manpower requirements package
  • Performs administrative tasks, directs projects, and proposes solutions to complex manpower issues
  • Formulates, administers, and briefs various case management projects using Microsoft Office
  • Manages FMS Case Management SharePoint site in a collaborative environment
  • Supports project leadership on human capital issues within the HR/Manpower Management Team

Minimum Qualifications:

  • Must have a Bachelor’s degree or higher from an accredited institution.
  • Minimum of three (3) years’ experience in Federal human
    resources and/or manpower positions.
  • Familiarity with federal HR and manpower regulations
  • Knowledge and experience in the coordination and development of FMS manpower requirements packages
  • Experience in developing and managing formal task management processes and toolsets
  • Possesses self-initiative, and the ability to work independently performing duties and leading execution of tasks to completion
  • Superior communication skills (oral and written). Demonstrated ability to succinctly brief project status, associate risks, and proposed solutions
  • Proficiency in Microsoft Office Products to specifically include Word, PowerPoint, Excel and Outlook (to include advanced formulations and reporting techniques)
  • Experience in Microsoft SharePoint to include advanced development of process and task relationships within a collaborative environment
  • Must hold a Secret Clearance

Preferred Qualifications:

  • 5+ years in DoD Manpower or HR experience
  • 3+ years of experience using Human Resource Information System and Applicant Tracking System
  • Accredited HR certification a plus
  • FMS Case Management in a large setting/DoD environment
