DUTIES:

Develops, plans, directs, supervises and oversees all operations and personnel of the POL Division of the Airport, assuring that all federal, state, and local regulations and standards are achieved in daily operations.

Supervises and oversees receipt, storage and transfer of all aviation fuels on the premises, by logging in all fuel, directing and performing operations designed to assure safe transfer and storage of fuel, and completing required standard documentation/forms.

Supervises and oversees fuel samples collection. Also conducts field tests on samples to assure that all fuel received meets stringent federal and state regulatory standards, such as for water content and cleanliness, and sends fuel samples to laboratories for tests, as required and needed.

Supervises and oversees and assists in maintaining all fuel systems at the facility, including cleaning hydrants and pits, inspecting both above and below ground tanks, pipelines, filtering systems, valves, gauges, and related equipment and supplies, and directs any corrective actions needed as a result of inspections.

Conducts daily fuel inventory, recording amounts on standard inventory forms, and requisitions fuel and related supplies and parts, as needed.

Supervisors overall maintenance and repair of fuel hydrant system pipeline facilities.

Supervises, maintains and protects the integrity and safety of the pipeline and pump station, requires testing and Department of Transportation (DOT) 49 CFR certification to perform operations and maintenance of pipeline facilities.

Supervises an assist in replacement or repair of damaged pipeline in accordance with company policies and procedures and government regulations regarding pipeline replacement.

Supervises, directs and assist in making minor repairs to the corrosion protection system, which occur during regular maintenance and construction of the pipeline.

Continually monitors through observations, notifications and inspections of pipeline system and third party encroachments to identify conditions, which, may cause damage to the system or might cause emergency situations. Takes a pro-active appropriate preventative or corrective actions.

Ensures proper security, operation, maintenance, or replacement of valves in compliance with company policies and procedures and DOT regulations.

Supervises and assigns technicians on major repairs and new construction.

Supervises and Maintains good site appearance and good housekeeping of all fuel facilities and provides a while providing a safe and healthy work working environment for assigned personnel.

As a member of the Spill Response Team promptly and effectively responds to a notice of emergency, such as an emergency shut-down or pressure reduction, to minimize the volume of a hazardous material released from any section of the pipeline system. Assists at an accident scene, while minimizing public exposure and ensuring the safety of personnel present. Knowledge of appropriate actions or steps to take in the event of an emergency is required.

Provides “unmatched Excellence in Customer Service”, both internally and externally, in all aspects of the position’s responsibilities.

Takes a pro-active role in “Safety in All We Do”. Trains personnel on safety compliance and follows all company safety procedures and policies.

Performs other related duties as assigned or requested while demonstrating a flexible and innovative attitude.

Supervises and assists in the operation of the pipeline system as needed during and after normal business hours.

Complies with the Airports Facility Response Plan, Storm Water Pollution Prevention Plan, Spill Control and Countermeasures Plan and other environmental compliance regulations. Maintains and a pro-active role in the education, prevention and when necessary mitigation of environmental contamination.

Maintains “DOT Evaluator Status” for the Operator Qualification Program required by the DOT 49 CFR - Pipeline and Hazardous Materials Administration (PHMSA).

Collects, documents and maintains data related to all DOT required testing programs, reports, and other pipeline requirements.

Supervises and performs other related duties as assigned or requested.

Occasionally assists in handling cargo and luggage from incoming or outgoing aircraft, as needed.

Occasionally designs and installs various fuel equipment components, planning fuel transfer system, and modifying existing equipment to meet all quality and safety standards.

Completes annual budget requests for the Division, and administers budget upon approval.

Trains employees on all aspects of POL work requirements and evaluates performance of subordinate personnel, including POL System Technician and POL Tank Farm Attendants.

I. JOB REQUIREMENTS

Valid Commercial Driver’s License (CDL) A or B with tanker and hazmat endorsements.

Thorough knowledge of aviation fuel operations and procedures, with extensive experience in quality assurance methods and activities and complete knowledge of maintenance practices involving the proper handling, transfer and storage of aviation fuel and related supplies and equipment.

Complete knowledge of all quality standards and safety regulations concerning aviation fuel and its use and storage, and ability to apply such knowledge to the specific circumstances and situations of the Bangor International Airport.

Thorough knowledge of DOT and PHMSA Regulations as they apply to operator Qualification and OQ Programs under 49 CFR.

Ability to effectively communicate with superiors, other division supervisors and s and subordinates. Ability to direct the work of others to assure proper and safe completion of all assigned tasks.

Ability to determine work priorities on a daily basis and engage in long—range planning effecting the overall fuel usage and storage facilities.

Qualified to safely operate all airport equipment dealing with the POL division operations.

II. SUPERVISORY FUNCTIONS

Employee exercises independent judgment and operates with discretionary latitude in completing assigned tasks. Incumbent engages in both short and long term planning, scheduling, and assessing the qualities and capabilities of division personnel in assuring that all tasks are properly completed.

Recommends budgetary expenditures and requests to the Manager of Airport Operations, including capital outlays for needed improvements.

Employee assigns and schedules work activities to subordinates, and instructs and trains such personnel in proper operations and activities, and reviews their work performance on a regular basis, disciplining subordinates, as needed.

III. SUPERVISORY ACCOUNTABILITY

Employee performs duties independently, operating under general departmental guidelines, with work reviewed on a regular basis for conformity with departmental guidelines and goals. Unusual situations are discussed with superiors and/or other division heads on a regular basis.

IV. SCOPE OF WORK OPERATIONS

Maintains frequent contact with other division heads, the Airport Director and Assistance Director. In addition, employee routinely coordinates and works with other representatives from other airport divisions, city divisions and contractors and venders. These issues range from day to day operations, safety, quality assurance, personnel and special projects when necessary.

Reports directly to the Manager of Airport Operations.

Pre-employment physical required.

Pay range is $29.09 to $39.04 per hour (based on a 40-hour work week). This full-time position comes with a comprehensive benefits package including, among many items, low and high deductible health plan options paid up to 80% by the City; 3 weeks of vacation/annual leave and 3 weeks of sick leave earned during the first year of employment; paid long term disability; and a retirement plan with generous City contribution.
