About the Community Care Hub
BHT is now working across health care and social service delivery systems to create a coordinated Community Care Hub (CCH) so that all members of our community have access to the resources they need to thrive and be healthy. About the Position
The Community Engagement Program Manager supports the EVP of Equity + Strategy in fostering collaboration to ensure BHT’s initiatives are community-led and informed. This role advances equitable power-sharing and community-centered governance through strategic engagement, data insights, and a strong commitment to equity.
Key responsibilities include leading the Tribal Partners Collaborative (TPC) and the Community Health Worker (CHW) Network of Eastern Washington, while coordinating with the Health Resources and Services Administration (HRSA) Program Manager and Social Care Network Trainer to align efforts with broader health and social care goals. Acting as a bridge between communities, partners, and internal teams, the Manager ensures that community voices, especially those experiencing the highest health disparities, shape BHT’s program design and governance.
Essential Job Functions
Effective Program Management
The Manager will play a pivotal role in building a community workforce strategy, identifying regional strengths and gaps, and driving engagement, training, and quality improvement efforts in collaboration with the CCH team. The Manager will help develop sustainable solutions that enhance the community-based workforce and improve regional health and well-being by gathering insights, facilitating partnerships, and monitoring program outcomes.
This role requires experience as a Community-Based Worker (CBW) or leader within a CBW organization, with direct work in Indigenous communities. Responsibilities include planning, executing, and monitoring program objectives, schedules, and budgets while regularly reviewing progress with the supervisor. The Manager will assess risks, ensure quality, and address challenges, providing consistent updates to maintain program alignment and impact.
Additionally:
- Develop an annual work plan with the supervisor, outlining monthly deliverables, budget requirements, and KPIs, and meet biweekly to monitor progress or make adjustments.
- Proactively identify and address program challenges, communicating changes promptly to the supervisor.
- Lead monthly meetings for the Tribal Partners Collaborative (TPC), fostering equitable partnerships with Indigenous communities, supporting Community Resiliency projects, and connecting BHT’s work with the Waiver 2.0 Native Hub and Community Care Hub.
- Strengthen the CHW of Eastern Washington Committee by aligning it with engagement goals, growing membership, and supporting training and capacity-building efforts.
- Facilitate CHW programming to support community-based workforce partners, ensuring alignment with BHT’s training and capacity-building objectives.
- Provide regular updates to the supervisor on progress, challenges, and necessary adjustments to work plans.
Skilled Management + Communicator
The Manager is an effective supervisor, co-creating and maintaining a healthy organizational culture. This includes modeling a growth mindset for diversity, equity and inclusion. Management includes ensuring that program execution remains centered on the needs of the community and addresses inequities collaboratively. The Manager tracks community partner and interdepartmental satisfaction throughout the program lifecycle. The Manager also coordinates with various inter-department members of the team to ensure all members are on the same page concerning the program’s requirements, deadlines and schedules. Additionally:
- Developing and maintaining key relationships with community partners who employ a Community Based Workforce to ensure program satisfaction and transparency throughout program implementation;
- Act as a liaison between community partners who employ a Community Based Workforce, BHT leadership, and Social Care Network, ensuring consistent communication and collaboration;
- Work closely with the Communications team to ensure that all program messages are clear, consistent, and aligned with BHT’s objectives. Effectively communicate program developments to external partners, fostering transparency and trust between BHT and its partners;
- Prioritize Community-Based Workforce engagement and satisfaction throughout the program;
- Coordinate with the various inter-department members of the team to ensure that all members are on the same page concerning the program’s requirements, deadlines and schedules (Finance, Communication, HR and Operations);
- Lead efforts in partner onboarding, providing technical support and training on program standards and tools, including best practices for engaging marginalized communities.
Fiscal Competence + Data Compilation
The Manager creates a program budget alongside their supervisor, ensuring team members have the resources they need to achieve their objectives. The Manager assembles data to support the creation of status reports for Directors/EVPs. This data informs the types of services and programming offered to community partners/members. Additionally:
- Managing contracts and grants, ensuring compliance with requirements and effective communication of budget details.
- Demonstrating strong data management and analysis skills, including data entry, visualization, and reporting.
- Processing invoices, monitoring expenses, and ensuring budgets are not exceeded while meeting funder expectations.
- Supporting annual budget creation, overseeing monthly management, and organizing records for audit compliance.
- Leading team meetings with structured agendas, notes, and SharePoint documentation.
- Providing monthly, quarterly, and annual KPI reports to the supervisor.
- Compiling data to create comprehensive status reports on program outcomes, partner engagement, and the performance of TPC and CHW efforts.
- Leading data collection and analysis to track program success, partner engagement, and alignment with regional community health priorities.
Equity and Inclusion Champion
The Manager plays a critical role in advancing equity, disrupting systemic racism, and addressing oppression through resources, programming, and partnerships. Centering the needs of impacted communities*, the Manager ensures decisions align with BHT’s mission and values while fostering anti-racism, cultural responsiveness, and health equity across all program functions. Key responsibilities include:
- Demonstrating a commitment to improving health equity for all by leading equity-focused initiatives that center the voices of impacted communities*, particularly through the Tribal Partners Collaborative (TPC) and the Community Health Worker (CHW) Network.
- Ensuring that the voices of historically marginalized populations are integrated into the governance and decision-making processes of BHT’s community programs.
- Engaging in ongoing learning and development to deepen understanding of systemic oppression, anti-racism, and cultural responsiveness.
- Actively participating in events and learning efforts focused on dismantling institutional racism and building equity-driven practices across programming and partnerships.
Qualifications
- 5+ years of experience in program management, community engagement, or related fields, with a focus on health or social services.
- 3+ years of leadership and management expertise, ideally in a nonprofit or community health setting.
- Demonstrated experience working with indigenous communities, tribal partners, *impacted communities and/or legal advocacy groups, especially related to health disparities and systemic challenges.
- Knowledge of health disparities, social determinants of health, and community-based workforce dynamics.
- Excellent communication and interpersonal skills, with the ability to build trust and facilitate effective partnerships.
- Proficiency in data collection, analysis, and visualization to guide program development and report on outcomes.
- Demonstrated commitment to equity and inclusion, with an ability to apply these principles to program design and execution.
- Solid organizational and time-management skills; consistently delivering on established schedules, guidelines, protocols, and deadlines
- Proficiency in technology in a productive and efficient way
- Able to prioritize and multi-task in a fast-paced work environment
- Excellent interpersonal, verbal, and written communication skills necessary to communicate effectively with internal and external partners

Working Conditions
This position requires the ability to:
- Remain in a stationary position for prolonged period of time;
- Move/traverse within a multi-level office space, to/from community partner locations, and various meeting spaces;
- Often move/transport equipment, supplies that may exceed 30 pounds;
- Constantly operate a computer and other office productivity machinery, such as a calculator, copy machine, and printer; and
- Communicate frequently, effectively, and accurately with internal and external partners.
Environmental Conditions
Generally, in an office environment with visits to external environments that require traveling to and from various locations within the BHT region of Spokane, Lincoln, Pend Oreille, Stevens, Ferry and Adams County and occasionally to the west side of the state. Post-COVID, BHT has adapted a hybrid work approach, encouraging in-person meetings with team members and community partners.
