Jessica Rogers is a Corporate Counsel at Black Hills Energy, where Jessica has been since August 2021. Prior to this role, Jessica worked as an Assistant City Attorney at the City of Rapid City from November 2014 to March 2023. Before that, Jessica served as an Attorney at Sands Anderson PC from August 2012 to October 2014. Jessica also has experience as a Senior Attorney at the Virginia Division of Legislative Services from October 2005 to August 2012. Jessica holds a J.D. from Rutgers Law School and an A.B. in Classical Archaeology from Dartmouth College.
