Merril Oliver

Merril Oliver, CGMS, is a seasoned professional with extensive experience in grants management and consulting. Currently serving as a Senior Consultant at Blake Willson Group, LLC since October 2023, Merril previously held the position of Principal at Merril Oliver Consulting LLC from December 2022 to October 2023. Notable past roles include Executive Vice President & Chief Customer Officer and Executive Vice President & Chief Operations Officer at eCivis, as well as Director at the Maryland Governor's Grants Office. Merril also served as Senior Advisor to the President at the Government Development Bank for Puerto Rico and held various positions within the Maryland Governor’s Grants Office, including Deputy Director. Leadership experience extends to a presidential role at the National Grants Management Association. Merril's educational background includes a Bachelor of Science in Business Administration from Towson University.
