Tom Weigel

VP & Chief Medical Officer at Blue Cross and Blue Shield of Vermont Inc.

Dr. Weigel strives to make health care a more inclusive and accessible system for all Vermonters. He supports both collaboration and integration of medical and mental health care.

For more than a decade, he has served at the director level in hospital administration, clinical programs, and government agencies. Dr. Weigel’s focus has been on quality improvement and outcomes measurement.

Before joining Blue Cross, Dr. Weigel was the medical director at the Vermont Department of Mental Health (DMH), where he worked on payment reform and quality metrics. At DMH, he led a team in assessing and improving clinical quality and patient care at the Brattleboro Retreat.

As associate medical director at McLean Hospital, the largest psychiatric facility at Harvard Medical School, his work in quality improvement included developing an electronic patient-reported outcomes measurement system. The system Dr. Weigel developed measured patient symptoms and treatment outcomes for more than 20 programs in the hospital and provided leaders with more insight into medical team performance.

Dr. Weigel is a graduate of the University of Wisconsin Medical School. He received his training in psychiatry at Massachusetts General Hospital and in child psychiatry at Children’s Hospital, Boston, both through Harvard Medical School. He completed a master’s degree in business administration from MIT’s Sloan School of Management, with a focus on data-driven methods to direct change across an organization and industry.

An avid skier and mountain biker, Dr. Weigel serves on the board of Mad River Riders, his local mountain biking association. After living in Boston for more than two decades, he has embraced the rural Vermont lifestyle, living on a farm on a dirt road with his wife, two children, three dogs, two cats, nine chickens, and two horses.
