Donald R. Ingalls

VP, State & Federal Relations at BlueCross BlueShield of Western New York

Donald R. Ingalls joined BlueCross BlueShield of Western New York in 1999 and is the company’s vice president, state and federal relations.

He serves as the company’s primary advocate within the health care policy community and is the critical link in informing and directing internal stakeholders on current and emerging legislative and regulatory developments.

Prior to joining BlueCross BlueShield, Ingalls was executive director of CMG Health/Magellan Behavioral Health in Buffalo for six years, where he was responsible for the clinical and administrative aspects of managing behavioral health care on a full-risk, capitation basis for 650,000 members in 7 health maintenance organizations (HMOs).

He previously held a number of executive positions with Community Health Care Plan, a staff model HMO in Connecticut, including vice president, marketing and public affairs. While in Connecticut, he also initiated and chaired the legislative committee of the Association of Connecticut HMOs.

Ingalls earned a bachelor’s degree in political science from the University of North Carolina and was a fellow in the National Health Maintenance Organization Management Fellowship Program. He serves on the Board of Directors for the United Way of Buffalo and Erie County, the Local Advisory Committee for LISC-Buffalo and the Radio Advisory Committee for WBFO/WNED.
