Jess B. Kincaid

Jess B. Kincaid has a diverse work history with experience in various roles and organizations. Jess currently serves as the Director of Technology Innovation at Bonneville Power Administration, where they started in April 2022. Prior to this, they held roles at the same organization as the Senior Transmission Policy Specialist, Residential Sector Lead, Manager, and Program Manager, from 2016 to 2021.

Before joining Bonneville Power Administration, Jess worked at the Oregon Department of Energy as a Senior Energy Policy Analyst from 2013 to 2015. Jess also served as the Oregon Energy Partnership Coordinator at Community Action Partnership of Oregon from 2010 to 2013.

Additionally, they gained legal experience as a Law Clerk at Cleantech Law Partners from 2012 to 2013.

Earlier in their career, Jess worked as an Energy Inspector at Multnomah County, Department of County Human Services from 2006 to 2009. Prior to that, they served as an Energy Auditor at Housing and Community Services of Lane County from 2002 to 2006.

Jess'scareer started at Architectural Energy Corporation, where they worked as an Associate Engineer from 2001 to 2002.

Jess B. Kincaid has a Juris Doctor degree with a Certificate in Environmental and Natural Resources Law from Lewis & Clark Law School. They also hold a Bachelor of Science degree in Political Science with a focus on Conflict Resolution from Portland State University. Additionally, Jess has an Associate of Applied Science degree in Energy Management from Lane Community College. They are also a Certified Energy Manager (CEM) and a member of the Oregon State Bar.
