Tham Shen Hong

Manager, Policy, APAC at BSA

Tham Shen Hong is Manager, Policy – APAC at BSA. In this role, he works with BSA members to develop international strategies and policy positions on key issues in APAC markets, such as data privacy, cross-border data transfers, and digital trade.

Prior to joining BSA, Tham was a Senior Assistant Director in Singapore’s Ministry of Trade and Industry (MTI), where he held portfolios in Digital Economy, Investments, and Asia Pacific Economic Cooperation (APEC). He was involved in drafting and negotiating the Digital Economy Partnership Agreement (DEPA) – Singapore’s first digital economy agreement. Tham also led Singapore’s investment negotiations with China and Mercosur and worked closely with MTI’s senior management and Ministers to represent Singapore’s economic interests in APEC. Before his stint in public service, Tham practiced as a litigation lawyer, with a focus on trust and property disputes.

Tham graduated from the National University of Singapore with a Bachelor of Laws (Hons) and was called to the Singapore Bar in 2017. Tham is based in BSA’s Singapore office.
