Thomas Couch, ICMA-CM, AICP has extensive experience in county government administration. Thomas served as the County Manager/Chief Administrative Officer for the Bulloch County Board of Commissioners, where they were responsible for overseeing a $124 million annual budget, $111 million in net assets, and 950 FTE. Thomas played a key role in the largest regional economic development project in the history of Georgia, involving the location of the Hyundai Motor Group facility. Prior to that, Thomas served as the Assistant County Manager and Division Director for the Henry County Board of Commissioners. Thomas also served as the County Administrator for the Coffee County Board of Commissioners, where they managed a $21.4 million annual budget, over $30 million in assets, and 220 employees. Overall, Thomas has a strong background in fiscal management, personnel oversight, and strategic planning within county government.

Thomas Couch, ICMA-CM, AICP has an impressive education history. Thomas obtained their M.A. in Public Administration from Georgia State University, where they studied from 1987 to 1989.
