Tor Helge Tjelta

Tor Helge Tjelta has a diverse and extensive work experience. Tor Helge started their career in 1992 as a Department Manager in Hobøl kommune, where they led the implementation of the Upgrading Plan for Mental Health and was responsible for all mental health services in the municipality. Tor Helge also had partial responsibility for the municipality's substance abuse work. Tor then transitioned to various roles in Oslo kommune, including being a Public PhD-fellow in Innovation in Services in the Public and Private Sectors. Tor Helge worked on a PhD project studying integrated services for users with dual diagnosis in the FACT model. Tor also worked as the Manager of Strategic Initiatives for Ung Arena/Youth Arena, aiming to establish the first headspacesenter in Norway. Tor Helge served as a Mentor/Coach for various ACT&FACT teams in Oslo and was the Project Manager for FACT Gamle Oslo. Additionally, Tor was the Chairman of the Norwegian Association for Mental Healthcare. Tor Helge was also the Head of the local Development Centre for mental health and substance abuse work in Bydel Gamle Oslo. Lastly, Tor served as the Local Coordinator/Educational Leader for SEPREP Gamle Oslo at the Center for Psychotherapy and Psychosocial Rehabilitation at Psychosis.

Tor Helge Tjelta has a diverse education history. Tor Helge obtained a Doctor of Philosophy (PhD) degree in Innovation in Services in the Public and Private sector (INSEPP) from Inland Norway University of Applied Sciences. Prior to that, they earned a Licentiate degree in Organizational Leadership from VID vitenskapelige høgskole.

Tjelta also completed a Master's degree in Collaboration Management of Health and Social Services from Østfold University College (HiØ). Tor Helge further pursued a Tverrfaglig videreutdanning in the field of Treatment, Rehabilitation, and Follow-up of People with Severe Mental Disorders from Høgskolen i Hedmark / Hedmark University College (HH). Tor Helge completed an additional after-education program in Guidance from Østfold University College (HiØ). Moreover, they undertook an after-education program in Administrative Data Processing from Høgskolen i Hedmark / Hedmark University College (HH). Additionally, they earned a specialization in Mental Health Work with a focus on Psychosocial Work through a further education program at Østfold University College (HiØ).

Tjelta began their educational journey with a Bachelor's degree in Vernepleie from Østfold University College (HiØ).

In addition to their formal education, Tjelta has acquired several certifications. Tor Helge holds a Multimedia Abstract Certificate, a Policy Debate Certificate, and a Research Abstract Certificate from the European Forum for Primary Care (EFPC). Tor Helge also obtained certificates in Comprehensive Health Integration from the National Council for Mental Wellbeing, including Part 1: Introducing a New Framework, Part 2: Domains & Constructs, Part 3: Measuring Integration and Choosing Metrics, and Part 4: Payment Models for Comprehensive Health Integration. Furthermore, they earned an Official CPD Certificate & Learning reflection tool from the International Foundation for Integrated Care (IFIC). Tjelta also completed training on INNOVATION IN EU R&I PROJECTS conducted by Europe Media Trainings (EU). Additionally, they obtained a Prosjektmentor certification from Oslo kommune and a LEAN certification from Hartmark Executive Search AS.
