Héctor Varela Novoa

Héctor Varela Novoa is an experienced professional in transport infrastructure, currently serving as the Infrastructure Principal Executive at CAF - Development Bank of Latin America since July 2014, where responsibilities include evaluating transport infrastructure financing operations and monitoring a portfolio of roads and railways in Bolivia, Paraguay, Argentina, and Uruguay. Prior to this role, Héctor held the position of Director of the Transport Infrastructure Consultancy Division at EPTISA Engineering Services, managing a multidisciplinary team focused on infrastructure project development. Héctor's earlier experience includes serving as Project Manager at INECO Engineering and Transport Economy, where engineering designs for railway infrastructures were prepared, and at CLOTHOS, where road and hydraulic infrastructure projects were managed. Educational qualifications include a Master’s degree in Civil Engineering with a specialization in Urban Planning and Land Use, a Master's in Management and Finance of Infrastructure, and a specialist certificate in European Communities and the European Union, all obtained from prestigious institutions in Spain.
