Jill Martin has been a key member of the Medical Network leadership team since she joined [Cedars-Sinai](/org/cedars-sinai) in 1997. Overseeing the financial and operational management of the Medical Network's 800 physicians and 1,500 staff serving more than 220,000 patients, Martin manages a number of supportive functions such as physician billing, provider contracting, human resources, network development and managed care operations.

Martin began her healthcare career as an auditor for Ernst and Young’s Corporate Healthcare Practice in Washington, D.C. She also worked as a controller for Inova Health System’s affiliated physician practices before joining [Cedars-Sinai](/org/cedars-sinai) Medical Network as director of Finance. She was promoted to vice president of Finance and became chief operating officer in 2015. With her role and responsibilities growing as the Medical Network expands, she was promoted to senior vice president in July 2017.

Martin is a member of a number of community boards, including serving as treasurer of Imagine LA, a nonprofit organization dedicated to ending the cycle of family homelessness in Los Angeles. She is a member of the Medical Group Management Association and the Healthcare Financial Management Association.

Martin earned a bachelor of science degree in accounting from the [University of Richmond](/org/university-of-richmond) and graduated as a certified public accountant.

Jill Martin

David Wrigley’s responsibilities comprise financial operations, including accounting, internal and external reporting, financial decision support and analysis, revenue cycle, cost reporting and regulatory compliance, capital structure and debt issuance, accounts payable, payroll and taxes. He also has a key role managing financial aspects of [Cedars-Sinai](/org/cedars-sinai)’s growth so that it can meet the community’s demand for its services. He had a key role in [Cedars-Sinai](/org/cedars-sinai)’s acquisition of Marina Del Rey Hospital.

Wrigley joined [Cedars-Sinai](/org/cedars-sinai) as vice president of Finance in 2014 and was promoted to senior vice president in July 2017. Before joining [Cedars-Sinai](/org/cedars-sinai), he spent nearly a decade serving in leadership positions at Presence Health, the largest Catholic health system in Illinois. He also was manager of Healthcare Practice at the accounting firm [KPMG](/org/kpmg).

Wrigley has been active in the Healthcare Finance Management Association and on the board of Holy Family Medical Center in Illinois. He earned a bachelor of science degree in accounting from [Illinois State University](/org/illinois-state-university) and is a certified public accountant.

David M. Wrigley

Shlomo Melmed, MB, ChB, FRCP, MACP, leads [Cedars-Sinai](/org/cedars-sinai)’s research and education programs, recruiting nationally recognized faculty leadership, establishing new educational programs and maintaining the highest academic standards. Dr. Melmed holds the Helene A. and Philip E. Hixon Distinguished Chair in Investigative Medicine. An international authority on pituitary medicine, he has pioneered the discovery and application of novel treatments for endocrine tumors and has authored more than 350 peer-reviewed articles.

Dr. Melmed has been a faculty leader at [Cedars-Sinai](/org/cedars-sinai) for nearly 40 years and has been the health system’s chief academic officer since 1998. Dr. Melmed's laboratory consistently has received competitive grant awards from the [National Institutes of Health](/org/national-institutes-of-health) since 1980, and he has trained over 80 physicians, scientists and graduate students who occupy leading positions in academic endocrinology worldwide. He is editor-in-chief of The Pituitary, editor of Williams Textbook of Endocrinology and is on the editorial board of the Journal of Clinical Investigation. He is also an associate dean of the UCLA School of Medicine.

He is an elected member of the Association of American Physicians, the American Society of Clinical Investigation and the Endocrine Society Council. He served as president of the International Society of Endocrinology, president and founding member of the Pituitary Society, a member of the California Institute for Regenerative Medicine’s Independent Citizen’s Oversight Committee and serves on the California Life Sciences Association Board.

Dr. Melmed is a fellow of the American College of Physicians (ACP) and was elected to Master of the ACP. He also has been honored with the Pituitary Society’s Lifetime Achievement Award. He has been named one of America’s top physicians and has received [Cedars-Sinai](/org/cedars-sinai)’s Pioneer in Medicine Award. Other honors include the Transatlantic Medal from the Society of Endocrinology, the Endocrine Society Clinical Investigator Award, The Endocrine Society Outstanding Scholarly Physician Award and the Royal Society of Medicine’s Clinical Endocrinology Trust Medal.

Dr. Melmed earned a bachelor of medicine, bachelor of surgery (MB, ChB) with distinction from the University of Cape Town, South Africa. He is a diplomate of the American Board of Internal Medicine, certified in endocrinology and metabolism.

Shlomo Melmed

Arthur J. Ochoa is an accomplished executive, attorney and civic leader. As senior vice president of Advancement and chief advancement officer, he leads [Cedars-Sinai](/org/cedars-sinai)'s external relations, including community engagement, development and marketing/communications.

Cedars-Sinai has raised more than $1 billion in philanthropic support since 2004, when Ochoa was appointed chief development officer. He joined [Cedars-Sinai](/org/cedars-sinai) in 2001 as director of planned giving. Prior to that, Ochoa practiced transactional and tax law for individual, corporate and not-for-profit clients at O'Melveny & Myers LLP and Irell & Manella LLP. In his time between college and law school, Ochoa began his career as an advocate and policy analyst at Youth Service America in Washington, DC.
Ochoa's civic leadership includes serving as board chair of Charles R. Drew University of Medicine and Science, which is both a Historically Black Graduate Institution and a member of the Hispanic Association of Colleges and Universities. He is also board vice president of [Marlborough School](/org/marlborough-school). Ochoa is a board member of the [Pacific Council on International Policy](/org/pacific-council-on-international-policy), a member of the Yale Law School Association's Executive Board and an honorary trustee of the Mexican American Bar Foundation. He is a past board chair of Planned Parenthood Los Angeles, a past board president of the [Center for Early Education](/org/center-for-early-education) and a past chairman of the Los Angeles County Bar Association Tax Exempt Organization Committee. 
He lectures frequently on communications, corporate governance, legal, management and philanthropic matters. Previously, Ochoa has served as an adjunct faculty member of [American Jewish University](/org/american-jewish-university). He has received awards and recognition from a number of organizations, including the National Hispanic Health Foundation, the Mexican American Bar Foundation and [Boy Scouts of America](/org/boy-scouts-of-america).

Richard V. Riggs, MD, has held numerous leadership positions at Cedars-Sinai, developing a strong reputation for spearheading initiatives that have significantly improved patient care. In his 25-year career at Cedars-Sinai, Riggs has built an impressive track record leading multidisciplinary teams and contributing greatly to the success and growth of the organization.

As senior vice president of Medical Affairs and chief medical officer, Riggs oversees the clinical quality, medical standards, efficiency and effective use of clinical resources for high-quality patient care at Cedars-Sinai Medical Center and Cedars-Sinai Marina del Rey Hospital. Riggs also collaborates with the medical leadership across the broader Cedars-Sinai health system.

Riggs previously served as vice president, chief medical information officer and chair of Physical Medicine and Rehabilitation at Cedars-Sinai. His executive leadership skills were instrumental in the development and operation of the California Rehabilitation Institute. From 2015 to 2019, Riggs served as chief medical strategy officer and chief of staff of the California Rehabilitation Institute. Riggs is a clinical professor of Physical Medicine and Rehabilitation at Cedars-Sinai and a clinical professor of medicine at the David Geffen School of Medicine at UCLA.

Riggs earned his medical degree at the Medical College of Georgia in Augusta, Georgia, and completed his internship in internal medicine at the John Hopkins Health System. He completed his residency in physical medicine and rehabilitation at the [University of Pennsylvania](/org/university-of-pennsylvania).

Board-certified in physical medicine and rehabilitation and clinical informatics, Riggs is a member of the American Academy of Physical Medicine and Rehabilitation, the American Academic Physiatrists and the Association of Medical Directors of Information Systems. 

Richard V. Riggs

Richard B. Jacobs brings more than 40 years of experience in Southern California healthcare to a leadership role that focuses on strategic planning and the overall development of [Cedars-Sinai](/org/cedars-sinai) Health System. His wide-ranging responsibilities include affiliations and partnerships, business development, managed care and payer relations, international health, and facilities planning, design and construction. His strategic vision includes development of new business models that address the demands of a changing healthcare environment.

Prior to joining [Cedars-Sinai](/org/cedars-sinai) in 1994, Jacobs was president of VHA West for more than eight years and held executive positions with the Brighton Consulting Group in Pasadena, California, and Presbyterian Intercommunity Hospital in Whittier, California.

Jacobs shares his expertise beyond [Cedars-Sinai](/org/cedars-sinai) as a board member of the Integrated Healthcare Association. A native Angeleno, he earned a bachelor of science degree in business administration from the [University of Southern California](/org/university-of-southern-california) and a master of public health degree from UCLA.

Richard B. Jacobs

Jeffrey A. Smith, MD, JD, MMM, brings extensive strategic, clinical and operational expertise to his role overseeing operations at Cedars-Sinai Medical Center and Cedars-Sinai Marina Del Rey Hospital. His responsibilities include developing and implementing systems for maintaining the highest level of quality and service, building service line capabilities, supporting staff competencies and engagement, and maintaining strong financial performance. He collaborates with faculty leaders and medical staff to ensure the delivery of effective and efficient healthcare services in alignment with Cedars-Sinai's research and education missions.

Prior to joining Cedars-Sinai, Dr. Smith held leadership roles in both academic and community healthcare settings. He served as executive vice president and chief operating officer at UMass Memorial Medical Center, the 781-bed flagship academic medical center for the UMass Memorial Health System, which is the clinical partner of the University of Massachusetts Medical School. In that role, he was responsible for all clinical and support services, and led initiatives to improve clinical quality, efficiency, patient flow and the patient experience. He also oversaw a $200 million campus-renovation project.

For a number of years before joining UMass Memorial Medical Center, Dr. Smith served in various leadership positions at Aurora Health Care, a 15-hospital health system in Wisconsin. As executive vice president and interim chief clinical officer, he was responsible for the Aurora Research Institute, medical education, patient safety and clinical informatics. He practiced internal medicine from 1999 to 2007 as a clinical associate professor at the [University of Wisconsin](/org/university-of-wisconsin-madison) School of Medicine.

Dr. Smith received his medical degree from the University of Miami and was chief medical resident at University of North Carolina Hospital and Clinics. He also earned a juris doctor degree from Marquette University Law School and a master’s degree in medical management from [Carnegie Mellon University](/org/carnegie-mellon-university).

Jeffrey A. Smith

David R. Marshall, JD, DNP, RN, FAAN is senior vice president and chief nursing executive at Cedars-Sinai. Dr. Marshall has more than three decades of nursing leadership experience, a track record of organizational achievement and a genuine dedication to compassionate care.

Dr. Marshall previously served as system chief nursing and patient care services executive for the University of Texas Medical Branch at Galveston (UTMB Health). During 36 years with UTMB Health, Dr. Marshall made major contributions to the academic health sciences center. He was part of the leadership team that led UTMB Health back from Hurricane Ike after it devastated the Gulf Coast in 2008. In the hurricane's aftermath, Dr. Marshall served as an important public face and voice of confidence for the hospital, keeping patients and the community informed about progress to restore services. And he led the effort for UTMB Health to regain Magnet® recognition from the American Nurses Credentialing Center in 2012, an achievement that has been sustained since that time.

In 2017, Dr. Marshall was appointed to a four-year term on the American Nurses Credentialing Center's Commission on Magnet® Recognition Program. He also has served on the board of directors of the American Organization of Nurse Executives and in January began a three-year term as treasurer. He is a fellow of the American Academy of Nursing.

In addition to bachelor's and master's degrees in nursing, Dr. Marshall earned his doctor of nursing practice degree from Texas Tech University Health Sciences Center School of Nursing. He also holds a law degree from South Texas College of Law Houston.

Terri Wagner Cammarano, JD, LLM, brings considerable legal experience to [Cedars-Sinai](/org/cedars-sinai), having served in private practice and in executive legal roles with major Southern California health systems. At [Cedars-Sinai](/org/cedars-sinai), Cammarano advises the Board of Directors and senior management on legal and regulatory matters. She also manages the Legal Affairs Department and serves as a resource to internal departments seeking legal guidance.

Cammarano has represented health systems, hospitals, and other healthcare providers in all types of transactional matters, including mergers and acquisitions, joint ventures, joint operating agreements, affiliations, financings and strategic collaborations. She has managed attorney general proceedings, approvals, reports and investigations, federal and state tax audits, regulatory investigations, and licensure and certification matters. Cammarano has extensive experience with governance, executive compensation issues and strategic planning. She is certified in healthcare compliance.

Before joining [Cedars-Sinai](/org/cedars-sinai), she was a partner with Hooper, Lundy & Bookman, P.C., in Los Angeles, where she counseled and advocated for health systems, hospitals, medical practice foundations and related service providers. Prior to that, Cammarano held the position of chief legal counsel and was a member of the executive leadership team of MemorialCare Health System in Fountain Valley. She was was responsible for planning and coordinating legal affairs, government relations, litigation management and strategy, legal support for business transactions and oversight of all outside counsel.

Cammarano earned her Bachelor of Political Science with high honors from California State University, Fullerton, and her JD and Master of Laws degrees from Loyola Law School, Los Angeles. She is admitted to practice in California and Hawaii.

Terri Wagner Cammarano

An advocate for improving quality and access in healthcare, Thomas M. Priselac has developed strategic and operational innovations to foster high-quality, safe and efficient care for patients. Under his leadership, Cedars-Sinai has earned an international reputation for quality care, community service, research and education while evolving from a community hospital to a major health system that continues to expand to better serve patients. Priselac, who holds the Warschaw Law Chair in Healthcare Leadership at Cedars-Sinai, first joined Cedars-Sinai in 1979, and has been president and CEO since 1994.

Before being appointed to his current role, he was executive vice president of Cedars-Sinai from 1988 to 1993. Earlier in his career, he was on the executive staff of Montefiore Hospital in Pittsburgh.

An authority on healthcare delivery and policy, Priselac is a past chair of the [American Hospital Association](/org/american-hospital-association-inc) Board of Trustees and a past chair of the Association of American Medical Colleges. When he was chair of the [American Hospital Association](/org/american-hospital-association-inc) in 2009, he had an instrumental role in the development of Affordable Care Act. He also formerly chaired the California Hospital Association and the Hospital Association of Southern California.

He is a member of the Board of Councilors of the Charles R. Drew University of Medicine and Science, Civic Alliance, the Los Angeles Coalition for the Economy and Jobs, the [Los Angeles County Economic Development Corporation](/org/los-angeles-county-economic-development-corporation) and the Los Angeles Area Chamber of Commerce. Priselac has received numerous awards for his leadership in healthcare and his commitment to improving the health of the underserved, including the [American Hospital Association](/org/american-hospital-association-inc)’s Distinguished Service Award, B’nai Brith International’s National Healthcare Award, the Special Needs Network’s Distinguished Community Champion Corporate Leadership Award and the Charles R. Drew University Board of Trustees Medal of Honor.

Priselac writes and speaks on a variety of policy issues related to the delivery and financing of healthcare, healthcare quality and safety, and the adoption and implementation of information technology. He is an adjunct professor at the UCLA Fielding School of Public Health, where he teaches principles of organizational leadership.

Priselac earned a bachelor’s degree in biology from Washington and Jefferson College in Pennsylvania, and a master’s degree in public health, health services administration and planning from the University of Pittsburgh.

Thomas M. Priselac

Doug is the senior vice president of Managed Care and Payer Relations for Cedars-Sinai Health System where he is responsible for contracting and payer strategy for the system’s hospitals, affiliated physicians and various outpatient sites including urgent cares, imaging, ambulatory surgery centers, endoscopy centers and cancer treatment centers. 

His team has primary responsibility for negotiating and monitoring professional and institutional agreements with health plans and other risk-bearing entities for all lines of business. In addition to his managed care duties, he has oversight over the health system’s Referral Support division, responsible for establishing and growing referral relationships to support tertiary and quaternary care throughout the region. 

Doug has an extensive background in managed care that includes nearly a decade at [Blue Shield of California](/org/blue-shield-of-california) in San Francisco. At Blue Shield, he held several positions in the provider network management area including the establishment of custom and narrow networks for such organizations as CalPERS.

Doug’s previous experience includes healthcare benefits consulting for large employers and managed care strategy consulting for health systems. 

He holds a bachelor’s in finance from [Emory University](/org/emory-university), an MBA from [Georgia State University](/org/georgia-state-university), and he is a Certified Employee Benefits Specialist. He has also completed an executive development program at the Haas School of Business at the University of California, Berkeley.

Bryan Croft leads the day-to-day operations of [Cedars-Sinai](/org/cedars-sinai), overseeing all service line and clinical support services with the goal of ensuring the delivery of high-quality, effective and efficient patient care.

Croft joined [Cedars-Sinai](/org/cedars-sinai) in 2010 as vice president of Service Line Operations. In that role he was instrumental in advancing [Cedars-Sinai](/org/cedars-sinai)’s operations and developing clinical programs and services, working collaboratively with medical leadership. He was responsible for the operational and strategic oversight of the [Cedars-Sinai](/org/cedars-sinai) Heart Institute, [Cedars-Sinai](/org/cedars-sinai) Comprehensive Transplant Center and other clinical areas. He also over saw operations for the departments of Surgery, Neurosurgery, Neurology, Psychiatry, Anesthesia, Imaging and Orthopaedics. He was promoted to his current position in 2017.

Before joining [Cedars-Sinai](/org/cedars-sinai), Croft served in senior management positions at The Methodist Hospital in Texas and The Queen’s Medical Center in Hawaii. He is a fellow of the American College of Healthcare Executives. He also has been a board member of the American College of Healthcare Executives’ Greater Houston and Southern California Chapters and served on the Regent’s Advisory Council in Honolulu. He recently served as a board member of the Alumni Association of the [Trinity University](/org/trinity-university) Department of Health Care Administration.

He earned a bachelor’s degree in business administration from [Texas Tech University](/org/texas-tech-university) and a master’s degree in health care administration from [Trinity University](/org/trinity-university).

Bryan Croft

Craig Kwiatkowski leads Technology Operations and Enterprise Information Services at [Cedars-Sinai](/org/cedars-sinai), overseeing clinical technology and day-to-day information technology strategy for the [Cedars-Sinai](/org/cedars-sinai) Health System.

Kwiatkowski has held several leadership roles at [Cedars-Sinai](/org/cedars-sinai) since joining the organization more than a decade ago. Early in his tenure at [Cedars-Sinai](/org/cedars-sinai) he served as executive director of Applications Systems, where he was responsible for the direction and management of key applications systems, including inpatient, ambulatory and outpatient department areas. Most recently, Kwiatkowski served as vice president and associate chief information officer of Applications, overseeing the entire enterprise application portfolio.

Kwiatkowski is a past recipient of the [Cedars-Sinai](/org/cedars-sinai) President's Award and has also been honored with a [Cedars-Sinai](/org/cedars-sinai) Friend of Nursing Award and an American Drug Stores Excellence in Customer Service Award. Prior to [Cedars-Sinai](/org/cedars-sinai), Kwiatkowski held clinical and operational roles at University Chicago Medical Center including as Director of Drug Information and leading the Pharmacy Informatics Program. He holds a Doctor of Pharmacy from the College of Pharmacy at Midwestern University in Downers Grove, Illinois.

Gina Sanchez is the current Director at [Cedars-Sinai](/org/cedars-sinai). Prior to their current position, they were a Project Engineer Lead at USC Capital Construction Development from March 2014 to November 2020. In this role, Gina was responsible for supporting the project manager in planning, organizing, controlling, reporting and managing the project to ensure that the goals and objectives of the project were accomplished within the prescribed cost, quality and contract parameters.

Before USC Capital Construction Development, Gina worked as a Cost Manager at Gafcon, Inc. from May 2013 to March 2014. In this role, their responsibilities included providing assistance and monitoring of project schedules, creating new project budgets, funding sources, contracts, board of trustee, and overseeing accounting daily tasks. Gina also reviewed all procurement efforts including purchase orders and task orders. Additionally, Gina established risk management protocols and procedures, prepared reports required for risk assessment and assessed risk occurrence as it pertained to probability, budget and schedule.

Michelle Kittleson is a cardiologist and the current Director at Cedars-Sinai. Michelle completed their fellowship at Johns Hopkins School of Medicine in 2006 and their residency at Brigham and Women's Hospital in 2002.

Andy Ortiz is a talent and change management expert dedicated to building organizational strength by fostering a high-performing, talent-driven culture. As a trusted adviser to colleagues on the executive team, Ortiz is relied on to ensure that policies and programs align with [Cedars-Sinai](/org/cedars-sinai)’s mission, vision and goals.

Ortiz has held leadership roles in a variety of fields, including healthcare, entertainment and financial services. Before joining [Cedars-Sinai](/org/cedars-sinai) in 2016, he served as [Health Net](/org/health-net)’s senior vice president and chief people officer, responsible for strategy, policy development and administration of all aspects of human resources — including compensation, benefits, performance evaluation and rewards, staffing, equal employment and diversity, leadership and talent development, organization effectiveness and change management. Prior to that, he was senior vice president of Organization Effectiveness at Warner Bros. Entertainment Group.

His community activities include serving on the board of directors of The Point Foundation and on the Southern California Advisory Board of The Hispanic Scholarship Fund.

Ortiz earned a bachelor of arts degree in speech communication from [California State University, Fullerton](/org/california-state-university-fullerton), and a master of arts degree in organizational leadership from Woodbury University. Sonu Ahluwalia received their MBA from The Wharton School, followed by a fellowship in sports medicine at Lenox Hill Hospital.
