Heather Rangel serves as President for Celtic, where she is responsible for the operation of the company’s owned and managed portfolio. Heather joined Celtic in 2015 as a Regional Supervisor and oversaw the daily operations of the communities in her portfolio. She has over 20 years’ experience with both Conventional and Tax Credit housing. Prior to joining Celtic Property Management, Ms. Rangel worked for ConAm Management and Richman Property Services specializing in tax credit communities. She holds an Arizona Real Estate License and is a Certified Occupancy Specialist (COS).
