Ellen-Marie Whelan

Ellen-Marie Whelan is the Chief Population Health Officer at the Centers for Medicare & Medicaid Services, where since May 2011, responsibilities include guiding states in delivery system reform and value-based purchasing while addressing social determinants of health. Previously, Ellen-Marie served as Senior Advisor at the Innovation Center, focusing on enhancing Medicare, Medicaid, and CHIP. Prior positions include Associate Director of Health Policy at the Center for American Progress and Staff Director for the Subcommittee on Aging in the United States Senate. Ellen-Marie's early career included a fellowship and faculty role at Johns Hopkins University following a post-doctoral fellowship in Primary Care Policy at the Johns Hopkins Bloomberg School of Public Health. Educational qualifications include a Bachelor's degree from Georgetown University and a Master's and Ph.D. in Health Policy from the University of Pennsylvania.
