Laurie Delaney-Barry

Laurie Delaney-Barry joined CFN Consultants in 2016. She has worked in private industry in the Aerospace and Defence community for the past 18 years.

Laurie began her Aerospace and Defence career with DEW Engineering & Development ULC retaining multiple roles ranging from Configuration Management to Contracts Management. In 2009 she assumed responsibility for Industrial Participation (IP). She managed multiple contracts with IRB obligations both as the donor and recipient. In 2013 she took a position with DRS Technologies, as Offset Manager to manage multiple contracts with IRB/ITB obligations. She progressed to Babcock Canada as Industrial Participation Manager, managing IRB/ITB obligations approaching one billion dollars. Laurie has made the strategic decision to make her knowledge and skills available to the clients of CFN who require advice and assistance navigating the complex policies and processes of the Canadian Industrial Participation program from both the donor and recipient perspectives.

During her Industrial Participation career Laurie has delivered several IRB/ITB projects for industry from cradle to grave, spanning multiple sectors. Her activities involved developing IRB/ITB plans and transactions, providing strategic advice regarding the Industrial Participation policy, developing and delivering training to internal stakeholders and sister companies planning to bid Canadian programs, conducting business to business meetings seeking potential suppliers with advanced technologies, tracking, auditing and reporting IP programs, and participating with government verifications seeking award of Canadian content credits.

Laurie has developed and maintained relationships with a large number of federal government departments and regional development agencies involved in defence and security contracting. In addition, she has executive level contacts with Canadian and international prime contractors and subcontractors to the federal government in the aerospace and defence sectors.

Laurie is a founding member of the non-profit Industrial Participation Association of Canada (IPAC). She holds a seat on the executive committee as Treasurer.
