James Horine, P.E. has a diverse work experience in the fields of engineering and project management. James started their career as a General Engineer at Veterans Health Administration, where they managed design and construction projects. James then transitioned to the United States Air Force, serving as a Mechanical Engineer and chairing HVAC and Water/Wastewater Distribution Working Groups. Following their military service, James worked as a Mechanical Engineer at the US Army Corps of Engineers, overseeing mechanical systems in a major hospital construction project. James later joined Cherokee Nation Businesses as a Mechanical Engineer, collaborating with various organizations to provide design and construction oversight for residential projects. James then moved to WSP and T3W Business Solutions, Inc. as a Project Manager, responsible for managing and overseeing projects. Currently, they hold the position of Engineering Project Manager at Cherokee Federal. Throughout their career, James has demonstrated expertise in design, construction oversight, project management, and facility planning.

James Horine, P.E. obtained their Bachelor of Science (BS) degree in Mechanical Engineering from the University of Illinois Urbana-Champaign, where they studied from 2003 to 2007. In addition to their formal education, James has pursued various certifications to enhance their professional qualifications. James obtained the 30-hour and 10-hour Construction Safety & Health certifications from OSHA in 2009 and 2011 respectively. James also achieved the Certified Building Operator, Level I certification from the Northwest Energy Efficiency Council in 2011. Furthermore, James passed the Japanese-Language Proficiency Test, Level N3 administered by the Japan Educational Exchanges and Services in December 2018. Lastly, they hold a license as a Professional Engineer, granted by the Board for Professional Engineers, Land Surveyors, and Geologists.
