Lulio Vargas-Cohen

Lulio Vargas-Cohen is a seasoned professional in strategic initiatives and operations, currently serving as Senior Director at Circle since June 2022, where the focus is on leveraging digital currencies and public blockchains for global financial applications. Prior to Circle, Lulio held multiple roles at the Council on Foreign Relations, contributing to strategic initiatives and global policy. Lulio's experience also includes senior management positions in the public sector at DocuSign, venture capital and public policy work at In-Q-Tel, and various strategic roles at Booz Allen Hamilton, Gartner, and The Chertoff Group. Educationally, Lulio holds an MPP in International Trade and Finance from Harvard Kennedy School, an MBA in Strategy and Technology from the University of Michigan, and a Bachelor's degree in International Affairs from Florida State University, among other qualifications including a Fulbright Scholarship.
