Kelly Cox has extensive experience in human resources, currently serving as the Human Resources Director for the City of Broken Arrow since April 2022. Previously, Kelly held the position of Director of Human Resources at the City of Muskogee from March 2009 to April 2022 and also served as the Assistant Director in the same department. Additional roles include Human Resources positions at Greenleaf Nursery and NexxLinx of Oklahoma, as well as an HR Coordinator role at Atlantic Marine Corps Communities. Kelly is pursuing a Master of Business Administration at Western Governors University, with a Bachelor of Science in Business Administration focused on Human Resources from Colorado Technical University and an Associate degree from Northcentral Technical College.

From 2000 to 2010, U.S. Census Bureau numbers show the City grew by 32%, making it one of the fastest growing incorporated municipalities in Oklahoma. Broken Arrow is also home to the third largest manufacturing hub in the state, with many employees working in the energy sector.
