Emmaline Hill has a diverse work experience spanning multiple sectors. Emmaline currently works as the Director of Culture at the City of Burnaby, a position they started in 2023. Prior to this, Emmaline held various managerial roles at the City of Regina, including Manager of City Revitalization, Manager of Social & Cultural Development, and Manager of Community & Cultural Development. Emmaline also served as a Strategy Management Consultant for the city, where they led the development and implementation of strategy management systems. Before their time at the City of Regina, Emmaline worked as a Senior Policy Analyst for the Government of Saskatchewan. Emmaline began their career as the Communications & Development Manager at StoryBook Theatre in 2002.

Emmaline Hill attended the University of Calgary from 1998 to 2002, where they obtained a Bachelor of Music degree with a specialization in Performance. Emmaline also pursued a Bachelor of Music degree in Music Performance, General during the same period. In 2012, Emmaline obtained a certification as a Kaplan-Norton Balanced Scorecard Certified Graduate from The Palladium Group.
