Armine Chaparyan

Armine Chaparyan, ICMA-CM, currently serves as the Deputy City Manager for the City of Carson, California, starting in September 2025. Prior experience includes positions such as Community Development Director for the City of Santa Monica, Interim Human Resources Director for the City of Camarillo Government, and City Manager for the City of South Pasadena. Armine has also held roles such as Assistant City Manager/Community Development Director for the City of San Gabriel and Housing & Community Preservation/Redevelopment Manager for the City of Santa Clarita. Additional experience includes senior-level positions in various California cities and state governmental agencies, with a strong background in public administration and community development. Armine holds a Master of Public Administration from USC Sol Price School of Public Policy and a Bachelor’s degree in Political Science from UCLA.
