J. Carter Napier has extensive experience in municipal management, currently serving as City Manager for the City of Casper since June 2017. Prior roles include City Administrator for both the City of Gillette from May 2011 to June 2017 and the City of Riverton from December 2003 to May 2011. J. Carter Napier began a career in public administration at the City of Casper, where responsibilities included Assistant To The City Manager and Administrative Analyst from May 1998 to December 2003. Educational credentials include a Master of Public Administration with a focus on City Management from Brigham Young University Marriott School of Business and a Bachelor of Arts in History from Brigham Young University.
