Chelsea Phebus

Chelsea Phebus has extensive experience in human resources and risk management. Chelsea most recently held the position of Director of Human Resources and Risk Management at the City of Chico. Prior to that, they served as the Human Resources Director at the Superior Court of California, County of Butte. Chelsea also worked as the Director of Human Resources at the City of Fountain Valley and LePort Schools, where they provided HR support for a multi-state Montessori educational system. Chelsea has also held the role of Director of Human Resources at Select Education Group, overseeing HR and benefits services for various schools. Earlier in their career, Chelsea worked as a Senior Human Resources Analyst at Fresno County Superior Court and as a Human Resources Analyst at the Fresno Housing Authority, where they started as a Housing Inspector before transitioning to HR.

Chelsea Phebus has a diverse education history. Chelsea first attended California State University, Fresno from 1998 to 2000, where they earned their Bachelor of Arts (B.A.) degree in Political Science and Government. Following this, in 2001, they briefly attended California Western School of Law and completed 17 units towards their Doctor of Law (J.D.) degree. Finally, from 2002 to 2004, Chelsea pursued a Master's degree at California State University, Fresno in the field of International Relations and Affairs.
