Horace McHugh

Horace McHugh is an accomplished municipal executive with extensive experience in city management, currently serving as Deputy City Manager for the City of Deerfield Beach since June 2022. Prior roles include Interim ARPA Program Manager for the City of Cooper City, overseeing the administration and implementation of over 50 projects funded by the American Rescue Plan, and Assistant City Manager for various Florida cities including North Miami Beach and Miami Gardens. McHugh held key positions such as Deputy City Manager in Coral Springs and Chief Administrative Officer in Plantation, where responsibilities encompassed budget management, strategic planning, and policy development across multiple city departments. Educational credentials include an MBA in Financial Management and a BBA in Corporate Finance from Pace University, and participation in the ICMA Senior Executive Institute at the University of Virginia Darden School of Business. McHugh is also a Credentialed Manager through the ICMA Credentialing Program.
