Carla Miller is a seasoned professional in the field of ethics, serving as the Founder and President of City Ethics since 2001, where expertise focuses on Municipal Ethics programs. Currently holding the positions of Director of Ethics Compliance and Oversight and Ethics Officer for the City of Jacksonville since January 1998, Carla also has experience as a former fellow at Harvard University’s Safra Center for Ethics. Additional roles include involvement with the Ethics Center at UNF and partnership at Miller, Skinner & Jolly P.A. from 1987 to 1998. Carla's career began at the U.S. Attorney's Office as a Federal Prosecutor from 1980 to 1982. Educational qualifications include a Juris Doctorate from the University of Florida, a BA in Criminology from Florida State University, and a fellowship in Ethics from Harvard University.
