Heather Kelly

Heather Kelly, CEM, serves as the Emergency Manager for the City of Kirkland since August 2017. With extensive experience in emergency management, Heather has held various roles including Emergency Management Consultant and Program Project Manager at Snohomish County Emergency Management. Notable achievements include leading the multi-agency recovery team for the SR 530 Slide and managing emergency response programs at Boeing and King County Office of Emergency Management. Heather holds a BA in Speech Communications from the University of Washington and a Master's in Organizational Leadership from Northern Arizona University. Currently, Heather is enrolled in the Homeland Defense and Security Executive Leaders Program at the Naval Postgraduate School.
