Yovani Baez-Rose, AICP, currently serves as the Assistant City Manager and Director of Planning & Development for the City of Lowell, a position held since October 2022, following a role as Deputy Director of Planning and Development. With extensive experience at the City of Lowell since 2013, Yovani has contributed to various planning initiatives including the City of Lowell Master Plan and the Open Space Plan, while also managing the Community Garden Program. Previously, Yovani held management positions at the Cultural Organization of Lowell and Lawrence Community Works, overseeing significant real estate projects, and worked as a Community Organizer for the Coalition for a Better Acre. Early career experience includes serving as a Legislative Aide for State Senator Steven C. Panagiotakos. Yovani holds a Master’s degree in Regional Economic and Social Development from the University of Massachusetts Lowell and a Bachelor's degree in Political Science from the University of Maine at Farmington.
