Wynter C. Benda

Wynter Benda is an experienced city manager currently serving the City of Lynchburg since August 2021, previously holding various roles in municipal government, including Assistant City Manager and Assistant to the City Manager for the City of Norfolk from March 2011 to the present. Wynter Benda's background includes significant legal expertise gained as Senior Assistant City Attorney for the City of Hampton (January 2009 - March 2011) and In-House Counsel for the City of Chesapeake (July 2004 - January 2009), where legal advice and counsel were provided to various city departments and officials. Early experience includes serving as a Judicial Law Clerk in the Seventh Judicial Circuit (July 2002 - July 2004). Wynter Benda holds a JD from Regent University School of Law, an MDiv/ThM from Union Presbyterian Seminary, and a BA in Political Science from Hampden-Sydney College.
