Heather Ruiz

Heather Ruiz is an experienced human resources professional with over 20 years in various leadership roles. Currently serving as the Director of Human Resources for the City of Napa since March 2021, Heather previously held the same title for the City of Vallejo, California, and Napa County, where responsibilities included overseeing HR departments and strategic initiatives. Heather's earlier career included positions at the City of San Jose and the County of San Mateo, focusing on both management and analytical functions within human resources. Heather holds a Master of Public Administration in Public Management from California State University - East Bay and a Bachelor of Arts in Psychology and Business from UCLA.
