Carina Montes

Carina Montes is an experienced professional in human resources and risk management, currently serving as the Director of Human Resources and Risk Manager for the City of Norwalk, California since April 2020. With a diverse background that includes ownership of Mi Amor Photography since 2007, Carina has a strong skill set in photography, website development, and social media marketing. Prior roles within the City of Norwalk include Acting Director of Human Resources and Senior Human Resources Analyst, handling employee relations, recruitment, and worker’s compensation. Additionally, Carina's experience as a Management Analyst in Human Resources for the City of South Gate involved risk management and performance appraisal oversight. An earlier career at Harbor Regional Center focused on quality assurance and case management for individuals with disabilities. Carina holds a Master’s Degree in Public Administration from California State University, Northridge, and a Bachelor’s Degree in Speech Communication and Rhetoric from California State University, Long Beach.
