Richard Ludlow

Richard Ludlow is an experienced asset management specialist currently employed by the City of Oregon City since November 2022. Previously, Richard held the role of Operations Manager at Clark Regional Wastewater District from September 2017 to October 2022, overseeing wastewater collection system maintenance and treatment plant operations while ensuring compliance with NPDES regulations. Richard's career also includes positions as Asset Maintenance Manager at Oak Lodge Sanitary District, Operations/Maintenance Specialist at HDR, and various roles at Veolia Water North America, including Assistant Project Manager and Maintenance Manager. Richard's foundational experience began at the City of Portland, where responsibilities included maintenance planning and industrial maintenance millwright work. Richard holds a Bachelor’s Degree in Business Administration, Leadership and Management from Portland State University, alongside multiple degrees and certifications in business and industrial maintenance.
