Jess Cline

Jess Cline, MPA, is a seasoned professional with extensive experience in public procurement and fiscal management. Currently serving as the PCEF Data, Systems and Performance Manager at the City of Portland since November 2018, Jess has developed and directed citywide procurement policies while providing expertise to elected officials on public procurement matters. Previous roles at the State of Oregon included leading a team responsible for $2.2 billion in appropriations and managing Medicaid Provider Enrollments. Jess’s career also includes significant positions at United Cerebral Palsy of Oregon & SW Washington, where fiscal oversight and data management were key responsibilities, as well as several roles focused on volunteer program management and child welfare investigations. Jess holds a Master of Public Administration with a specialization in Budget and Non-Profit Management and a Bachelor’s degree in Psychology, both from the University of North Texas.
