Tom Westbrook

Tom Westbrook has extensive experience in various roles within city management and community development. Tom has held positions such as City Manager, Community Development Director, Director of Community Development, Planning/Building Division Manager, City Planner, and Senior Planner. Tom has worked for the City of Red Bluff since September 2021 and previously worked for the City of Ceres from January 2001 to August 2021.
