Charles Duggan has a strong background in municipal management, with experience working in various leadership roles for different organizations. Currently serving as City Manager for the City of Redlands since January 2020, Charles previously held positions such as Administrative Services Division Manager/Treasurer at Marin Municipal Water District and City Manager at the City of Auburn, AL. Charles holds a Master of Business Administration (MBA) from Auburn University, a Bachelor of Science (BS) in Applied Physics from Auburn University, and certificates from Harvard University and the University of Virginia for senior executive programs related to state and local government.

The City of Redlands, incorporated in 1888, in the San Bernardino Valley, 63 miles east of Los Angeles, 110 miles north of San Diego, and 500 miles southeast of San Francisco. It lies within the San Bernardino Valley in the southwestern portion of San Bernardino County, covering an area of 36 square miles within the heart of the Inland Empire. It serves a population of approximately 70,000 residents.
