David Whittemore

David Whittemore has extensive experience in utility management and customer service, currently serving as the Assistant Director of Water Utilities for the City of Abilene since April 2020. Prior roles include Division Manager and Assistant Customer Service Manager at the City of Houston Public Works and Engineering, along with positions such as Section Chief at Houston Utilities and Customer Service Manager at Amazon.com. David's background also includes significant military leadership within the US Air Force, holding various positions including Deputy Commander and Commander in multiple operational and management roles. Academically, David holds a Master’s degree in Organizational and Human Resource Development from Abilene Christian University and a Bachelor's degree in Secondary Education with a focus on Music from Texas Tech University.
