Sierra Howlett

Deputy Director, Office Of Intergovernmental Relations at City of Seattle

Sierra Howlett has extensive experience in both government and non-profit sectors. Sierra started their career as an Early Head Start - Family Advocate for the Confederated Salish and Kootenai Tribes - Early Childhood Services from 2005 to 2008. In 2010, they worked as a Research and Policy Associate at the NATIONAL INDIAN EDUCATION ASSOCIATION, where they drafted and edited briefing papers and represented the organization at policy meetings. Sierra then moved on to serve as a Legislative Correspondent for The United States Senate from 2010 to 2012. From 2012 to 2013, Sierra worked as a Senior Writer/Training Specialist at ZERO TO THREE. Sierra then joined the United States Senate as a Legislative Assistant from 2013 to 2014 and later became a Senior Policy Advisor for the Senate Committee on Indian Affairs from 2014 to 2016. Currently, Sierra holds two positions at the City of Seattle, including Deputy Director of the Office of Intergovernmental Relations starting from February 2022 and Director of Federal Affairs from March 2016.

Sierra Howlett has a Master's degree in Public Policy and Social Policy from the Harvard Kennedy School of Government, which they obtained from 2008 to 2010. Prior to that, they studied Sociology with a focus on Rural and Environmental Change at the University of Montana, earning their Bachelor of Arts degree from 2003 to 2005. Sierra also pursued Comparative Ethnic Studies with an emphasis in Multicultural Literature at Washington State University from 2001 to 2003.
