Chaim Hertz has a diverse background in human resources and recruitment. Chaim started their career in 1989 as a Motor Transportation Operator in the United States Marine Corps. After leaving the military in 1992, they worked as a Major Account Specialist at Manpower from 1998 to 2000. Chaim then transitioned to a Recruiter role at States Industries and later Sony Music Entertainment. In 2003, they joined the Oregon Department of Revenue as an HR Analyst before becoming the Director of Human Resource at PeaceHealth, where they served until 2017. Currently, they are the Human Resources Director at the City of Springfield, Oregon.
Chaim Hertz obtained an Associate's degree from Umpqua Community College from 1993 to 1996. Following that, from 1996 to 1998, they pursued a Bachelor of Applied Science (BASc) in Psychology at the University of Oregon.

The City of Springfield has roughly 400 employees providing a variety of services to the community of Springfield, Oregon. City departments include the City Manager’s Office, Development & Public Works, Finance, Fire and Life Safety, Human Resources, Information Technology, Library and Museum, and Police. The six-member City Council sets overall City policy and goals. The City Council also makes laws or ordinances, which govern the City of Springfield. Councilors are nominated from one of six wards and are elected at large for four-year staggered terms. The Council takes official action at regular Council meetings, which are open to the community. Serving our community is the most important job we have. City services are directed to meet the needs of residents. Public hearings are held so that community members can contribute to the planning and budgeting process of the City. Residents may express their concerns and requests to their representatives on the City Council, City Budget Committee, and other City committees. Residents are also encouraged to attend the various public hearings held regarding City actions.
